Any team can . But they need money and expertise for that . Currently Aston Martin and McLaren are the teams that are great engine makers when it comes to road cars but don't make engines in formula 1 .And they both can do that ,if they get the budget .but it would be a struggle obviously ,and they would have to get at the back of grid for at least two seasons .
